Preheat oven to 375F. Line a baking sheet with parchment paper and put aside.
In a large bowl, combine ground beef, pureed onion, garlic, oats, egg, olive oil and spices. Place meatballs on the prepared baking sheet and cook for 35 minutes.
Start making the sauce while the meatballs are in the oven. Place all the sauce ingredients except honey in a large saucepan and cook for about 15 minutes. Place the carrots in the same pan and let them get slightly tender. Bring the heat to the lowest, add in honey and meatballs. Toss and remove from the heat.
Garnish with chopped parsley and serve on pasta or rice.
